  • 21 Jul 2016 in Senate: On a point of order, Mr. Speaker, Sir. My proposal to the Vice Chair is that when Mr. Kavuludi comes, we should also discuss the matter of background checks on the recruitment process, given the set of individuals who are now threatening police forces and the possibility of even recruiting radicalised individuals. view
  • 20 Jul 2016 in Senate: Mr. Deputy Speaker, Sir, the Chairperson should explain to us what punitive measures or enhanced penalties are meted out to those who misuse the roads. The major issue is indiscipline. There is no other issue. So, it is not about the rules or explanations that are supposed to be given. On our roads, the recklessness and abandon with which matatu drivers operate depicts individuals who are completely devoid of any consideration of law. I recall that hon. Jakoyo Midiwo moved ... view
  • 14 Jul 2016 in Senate: Mr. Speaker, Sir, I join my colleagues in sending my condolences and those of the people of Nyeri County to the people of West Pokot County on the deaths that occurred there. • 14 Jul 2016 in Senate: Mr. Speaker, Sir, indeed. As far as our policemen are concerned, I think we have been accused by even some friends from the Israeli Government of taking our security too lightly. I think Sen. Wetangula is correct. He is right in proposing that we have to be constant and have demonstrated capacity training for our security apparatus, not just the policemen but the entire security apparatus in this country. view
  • 14 Jul 2016 in Senate: Mr. Temporary Speaker, Sir, before we report on the Committee of the Whole, I rise in accordance with Standing Order No. 30 to seek an extension of the sitting time for another half hour from 12:30 p.m., so that we are able to rest because it will take us about ten minutes for us to finish with the Access to Information Bill (National Assembly Bill No. 36 of 2015) because it is part of the constitutional requirements. It would, therefore, be convenient if we were to do that so that in the afternoon we can go in an orderly fashion. view
