Mr. Speaker, Sir, we must execute justice as we observe clearly that mistakes were made, particularly in 2013/2014 during the transition period. We observed, for example, as we discussed this matter in the Standing Committee on Finance, Commerce and Budget, that the Treasury ought to be giving us reports on the disbursements to confirm them at the end of every month. Mr. Deputy Speaker, Sir, I also happen to have been the Vice Chairperson of that Committee. In terms of the recommendations for implementation that were made, a key one which was fairly urgent was the discussion regarding the code share between Kenya Airways and KLM; specifically because it was the determination of the Committee that part of the reason why Kenya Airways is making losses is because of the agreement between KLM and Kenya Airways. Given the fact that the last time there was an influx from Sudan - you know very well about the situation in Lokichoggio and other places - what are we doing to ensure that Kenyans will remain secure inspite of the influx of those refugees? Mr. Speaker, Sir, in view of the urgency of this matter, we must appreciate what happened in 2014 when there was a delay in the signing of the agreement between ourselves and the EU. Famers all over the country, especially flower farmers, suffered and went through a very difficult period. Mr. Speaker, Sir, could the Chairperson also explain to this House the interest rates that are charged to those loans and whether they are commercial or interest rates given strictly by the Government. If, indeed, they are lent by the banks, what percentage of the interest rates charged to the women groups is kept by the banks, which banks and how much of it is going back to the Government?
