Mr. Temporary Speaker, Sir, all the things that we are asking for here like being shown how many boreholes have been dug, policy and so on, do not exist. Therefore, I am proposing that the Speaker, using his office, invite the CS concerned to sit here in a Kamukunji with us so that we can propose to him things that he should do. We will then be addressing the issue of drought management. Even if you send the Chairperson back, he will come with another theoretical statement.

On a point of order, Mr. Speaker, Sir. I sympathise with the Vice Chair but my concern is one that goes beyond there. It is a matter of security. I understand the concerns of the people camping at the gate but we are also living in very dangerous times. These are times when people can pretend that they are part and parcel of the refugee individuals camping out there and cause grave and dangerous harm to this august House, Members of Parliament (MPs) and staff of this institution. Mr. Speaker, Sir, in addition to the information that Sen. Bule has raised, is it also possible for the Chairperson to add information regarding the policy and strategy for disaster management that they intend to put in place, particularly if it is true that the weather will continue to deteriorate for a while. Could he also include in that Statement action as regards human beings and possible action as regards animals, particularly, those of nomadic areas?

Mr. Speaker, Sir, pursuant to Standing Order No.45(2)(b), I rise to seek a statement from the Chairperson of the Standing Committee on National Security and Foreign Relations, regarding visa processing reciprocity between Kenya and European nations such as Switzerland and the United Kingdom (UK). In the statement, the Chairperson should explain the following:- (1) To what extent is visa processing for Kenyans travelling to Switzerland and Swiss nationals traveling to Kenya reciprocal? Haji, it would be best for this issue to be looked at wholistically and ask who the other marginalised communities or individuals suffering the same fate as Makonde people are. Mositet has said is that he will bring an updated answer to this House because the one that was presented was overtaken by events. I just wanted him to clarify that, that is the position.
