  • 24 Jun 2015 in Senate: Mr. Deputy Speaker, Sir, indeed, the proposal is valid. We will come with the explanations as requested by Sen. Orengo. The Committee on Finance, Commerce and Budget is alive to possibilities of people who might try to misuse this House for that purpose. However, it was explained very clearly. We are quite satisfied with the explanation that was given. Therefore, we hope and trust that not only will the money be used properly, but also the service equipment that has been hired will help Kenyans greatly. Thank you, Mr. Deputy Speaker, Sir. view
  • 23 Jun 2015 in Senate: Mr. Speaker, Sir, allow me to acknowledge that there was a report that stands the test of today. I want the Chairman to take note of a very small fact; that the misuse of riparian land across the county is huge. There is theft of riparian lands by land grabbers across the county. There seems to be some confusion regarding who this land The electronic version of the Senate Hansard Report is for information purposes only. • 23 Jun 2015 in Senate: On a point of order, Mr. Speaker, Sir. I want to seek your guidance again on the same matter because my good friend Sen. (Dr.) Zani had actually spoken on this matter and this is the second time she is doing it. Could you make a clarification for my benefit? view
  • 23 Jun 2015 in Senate: Mr. Speaker, Sir, from the outset, I would like to join my colleagues in congratulating you for bringing this matter to the House in the manner which you did. Mr. Speaker, Sir, it is important for us to send a very clear message to the National Assembly. No House can speak on behalf of another. This is one situation where we have two brothers; the Senate being a brother to the National Assembly. It is one of the situations contrary to the biblical saying where, “you cannot be your brother’s keeper.” This is because it is not possible for us ... view
  • 17 Jun 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I do not want to take the oomph from my colleague, the Senator. But I just want to point out that percentage is one thing and numbers are another. You can have a very high percentage of a very low number. So, you need to compare oranges with oranges. view
  • 17 Jun 2015 in Senate: Mr. Temporary Speaker, Sir, from the outset, I want to say that I support the Bill. I qualify that even though I support the Bill; there are many aspects of the Bill that I would like to see differently. I disagree with those who say that devolution has had no effect on communities and people because the Committee on Information and Technology last week completed visiting 27 counties. In two years, we have seen every aspect of people’s lives get different from before devolution. That is why I wonder what the enemies of devolution think when they say that they ... view
  • 28 May 2015 in Senate: Mr. Speaker, Sir, as you appreciate the work that the Senators have done, and we thank you for it, it is only right that we too, as the Senate, appreciate that these things are also done under your leadership as the Speaker, Deputy Speaker and those who sit in the Speaker’s Panel. view
  • 28 May 2015 in Senate: Mr. Speaker, Sir, I rise pursuant to Standing Order No.45(2)(b) to seek a Statement from the Chairperson of the Standing Committee on Finance, Commerce and Budget, regarding the depreciation of the Kenya Shilling against other major currencies. In the Statement, the Chairperson should address the following, among others:- The electronic version of the Senate Hansard Report is for information purposes only.
