The budget ceilings for the recurrent expenditure for each for recurrent county government for the financial year 2015/16 shall be as set expenditure out in the Fourth Schedule. The import of that is to set the budget ceilings in the Recurrent Expenditure. The budget ceilings for Recurrent Expenditure for county governments for the Financial Year 2015/2016 shall be set out in the Fourth Schedule. The Fourth Schedule is attached. view

The explanation is that in the understanding of the national Treasury, it is correct and it is leasing. When Treasury was asked to clear the air, that is exactly what they said. view
