Thank you, Mr. Speaker, Sir. The WTO as you know started off by having a parliamentary network with a view of bringing in a legislative framework on world trade, sometime ago. When we went for the conference with two Senators and two clerks, one of the things that came out is that Kenya will be hosting the next Ministerial conference on the WTO in December. The reason this is so important is because this is the first time ever in ten years that there will be a Ministerial conference within the African continent. I have just heard the Senator from Kuria asking whether it is the policy of Jubilee Government to marginalize the so- called non-supportive counties when it is very clear that some of the areas he says are marginalized are extremely supportive of the President and the Jubilee Government even if they sit across the aisle. Thank you, Mr. Speaker, Sir. I raised this question in response to very many problems that Kenyans are experiencing with regard to travelling to South Africa, including Members of this House. Just a while back, I remember Sen. Boy Juma Boy told me that he could not travel through South Africa - not because he wanted to go there, but even being in the airport without leaving it, he needed a visa. In view of the very strong sentiments that have been expressed by Senators – I know that Members of the National Assembly are also of the same view – would I be in order to request the Chairperson to speak to the South Africans in the event that they insist on the same? Mr. Speaker, Sir, I want a clarification regarding the contractors who were constructing that road. First, is there any possibility that any of them are within the list of the cowboy contractors who were blacklisted by Parliament a while back? Are there any blacklisted contractors who are currently working for the Government?

Mr. Speaker, Sir, I just wanted to inform the honourable Senator, who is my friend, and indeed we must do something about western region. This House fought for emergency money to be devolved to the county governments and if you look at your estimates, you will see that we actually succeeded. So, we actually have some money in this financial year. We have money in the counties for emergencies. Thank you, Mr. Deputy Speaker, Sir. I support my friends. I do not believe that we have realised the gravity of the closure of the schools in north eastern region. The cause of Al Shabaab is being enhanced by the closure of those institutions. The real determination of how to defeat Al Shabaab is through education. If we close the institutions that are supposed to educate people to stop joining an evil institution such as Al Shabaab, then where is the answer for the future?
