  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, first I want to thank you for recognizing the young ladies from my county, specifically from Karatina. We are very happy that you did that. The girls on your left above you are some of the most brilliant Kenyans, waiting to take over the leadership of this country at the appropriate time. Thank you. view
  • 30 Jul 2015 in Senate: Mr. Speaker, Sir, I also rise to support the Bill with one or two provisos. Land must in future be seen as a means to an end and not an end in itself. There is a tendency for us to say that we have got community land, we hold it; we get the tile and it just sits there. The most important thing is the implementation part of this Bill. • 30 Jul 2015 in Senate: Mr. Speaker, Sir, in view of the importance of this data and the fact that we do not have time to debate it fully today, would I be in order to propose that it be send via email to all Members of this House? view
  • 30 Jul 2015 in Senate: When you get it on email you can make it smaller or bigger. view
  • 28 Jul 2015 in Senate: Mr. Speaker, Sir, I could give an answer after the recess since we are going on recess this week. view
  • 22 Jul 2015 in Senate: On a point of order, Mr. Speaker, Sir. I was in the meeting today, having bumped into the Chairman. In view of what happened today, and given the fact that there is a record of the proceedings; would I be in order to propose that the Chairman lays on the Table a report of what transpired this morning so that all Senators can ably look at it? We do not only need the HANSARD, but a report indicating the genesis of the questions that were raised and the report thereof. view
  • 15 Jul 2015 in Senate: Mr. Speaker, Sir, while we appreciate the need for developing strong banks in order to become a regional banking sector, in this country the unbanked are more than the banked. In other words, people with bank accounts are a lot less than those who operate without. Therefore, there is need for small banks. Consequently, I ask the Chairman, in reviewing this policy, to develop what we will call “county banks” that will have much less capital requirement or that will keep the same capital requirements as we have today and provide those services at the county level. view
  • 14 Jul 2015 in Senate: On a point of order, Mr. Speaker, Sir. I have a Paper that I would wish to lay on the Table even though it is not on the list. Could I proceed and do so? view
  • 14 Jul 2015 in Senate: Mr. Speaker, Sir, I beg to lay the following Paper on the Table:- Report of the Standing Committee on Finance, Commerce and Budget on the Annual 2015 session of the Parliamentary Conference on the World Trade Organisation (WTO) held from 16th to 17th February, 2015, in Geneva, Switzerland. view
  • 14 Jul 2015 in Senate: Mr. Speaker, Sir, I know that unless you give permission, I cannot say anything about this conference at this moment. However, there is an item in the Report that is important for us, as a House and a country, as a whole. I wonder whether it is in order for me to mention something on it at this juncture. view
