  • 15 Aug 2014 in Senate: Thank you, Mr. Speaker, Sir. From the outset, I once again, want to thank and congratulate both the Committee and the House. The Committee did what it was charged to do by this House and made the recommendations it was supposed to make. The House has made a decision and clearly they have made a decision that was contrary to that of the Committee, but the Committee must clearly, as other Senators, whether they voted “Yes” or “No”, respect the decision of the House. Mr. Speaker, Sir, in a night of political long knives like tonight, we will experience many ... view
  • 15 Aug 2014 in Senate: Mr. Speaker, Sir, I hope that this experience will also be a lesson to many people in the country that even though the Senate has ruled that the threshold for abuse of office and the threshold for hate speech has not been met in this particular case, I think nonetheless, it is an area that we would like to hold very highly for the purpose of the unity of this country. In congratulating, Mr. Kiala, I just want to say that he ran away from the word go. view

  • 6 Aug 2014 in Senate: Mr. Temporary Chairperson, whereas I appreciate the intervention regarding how public views should be collected, here in Parliament, we normally have public hearings and we get people to listen to what we are saying. It is my considered opinion that this amendment qualifies to do exactly that. We do not want to overregulate. Once we have given a mandate to county assemblies to collect views, honestly, they will do it. It is also up to them, at some point, to make their own regulations regarding how they will do it. We should not start regulating the operations of county assemblies. view

  • 6 Aug 2014 in Senate: On a point of order, Madam Temporary Speaker. It is already 5.15 p.m. Instead of dwelling on issues that are, right now in this House, fairly irrelevant, would I be in order to propose that we deal with the matter at hand and leave issues of the referendum for the right time at the right place? view
  • 5 Aug 2014 in Senate: Thank you, Mr. Chairman, Sir. In supporting my Chairman, I just wanted to put things in the right perspective and say that if we remember, last year when this Bill was here, the Treasury had actually put aside some Kshs10 billion. Sen. (Dr.) Khalwale is suggesting Kshs9 billion, but if I remember correctly, the Treasury had actually put Kshs10 billion being the amount that was supposed to be for Level Five hospitals. In the wisdom of another House, that Kshs10 billion which was supposed to be for Level Five hospitals was put together with the rest of the money and ... view
  • 5 Aug 2014 in Senate: On a point of order, Mr. Chairman, Sir. Would I be in order to propose that having seen my Chairman at work, he is both able to walk and chew gum at the same time? • 5 Aug 2014 in Senate: Mr. Chairman, Sir, I just make a brief comment. I wish to tell my colleagues that even as we try to hurry this through, it is very important for us to realise the implication of this matter and what we must do as a House thereof. What will happen is that the Commission of Revenue Allocation (CRA) will bring recommendations here which we have already discussed in the Committee on Finance, Commerce and Budget. However, it is good to realise that we have to engage the county assemblies as well because the County Assembly Service Boards (CASBs) are the equivalent ... view
