When the draft came out first, the Minister in his wisdom called the entire Parliament to Pangoni and we went there. Then, whatever came out of Pangoni, we took as a Committee and went and spent about four days in a retreat trying to improve the draft which then came to him and then went to the Cabinet, came from the cabinet and then we went together and sat for four days with the CIC and all the other groups.
