Therefore, I rise to propose or, rather, to agree with those that are saying that the constitution of this Committee should be in the ratio of 50:50. There should be 50 per cent from the Government and 50 per cent from the Back Bench. I propose, therefore, to support Dr. Khalwale’s proposal. view

Ms. Karua, could I just use this opportunity because I shall be very brief, to really plead, through you, Mr. Deputy Speaker, Sir, that this Constitution of Kenya Review Act of 2008, as the hon. Minister will know, has a schedule that is supposed to be part of the Act. That Schedule is supposed to come to this House and the Minister should tell us when that will happen. view

They will begin to feel left out very early. The whole suspicions of politicians and non-politicians begin to entrench themselves at this stage. I would really like to ask whether the hon. Minister could tell us when that Schedule will be tabled, so that we can dispense with it and allow other members to be part of the process. view
