  • 4 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, as you are aware, my Departmental Committee overseas the Ministry of Water and Irrigation, Ministry of Environment and Mineral Resources, Ministry of Forestry and Wildlife, and Ministry of Lands. Pursuant to Standing Order No.152, the Committee met with the Ministers and senior members of staff of the four Ministries, beginning July, 7th 2009. That process necessitated 12 sittings and the Report of that Committee was laid on the Table of this House. view
  • 4 Aug 2009 in National Assembly: With regard to the Ministry of Lands, I am now happy to give you our observations and recommendations, having received submissions, presentations and other reports from the Minister and his staff. view
  • 4 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, we are informed that over the last three years, the Ministry of Lands has consistently collected Kshs6,174,000,000 and some other amounts above that figure. That allocation, as we have been reminded by the Minister, does not match what they get from Treasury. We observed, as was reported today, that major programmes have been left out of the Budget for this year. The major one is that we did not see any allocation set aside to implement the National Land Policy. view
  • 4 Aug 2009 in National Assembly: Of the Ministries that we oversee, surely, the Ministry of Lands is the bedrock Ministry. Until we sort out the issues relating to this Ministry, and not least the National Land Policy, it is going to be extremely difficult for this Ministry, other Ministries and this nation, to achieve the objectives contained in Vision 2030. We all know how sensitive the land issue is in this country. We have noticed that certain Items have been left out of the Budget, namely, the Development of National Land Information Management Systems, Establishment of Hydrographical Survey Office, Operations of the Land Arbitration Tribunal, ... view

  • 4 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. May I, on behalf of the Members of the Departmental Committee on Lands and Natural Resources, say view
  • 29 Jul 2009 in National Assembly: Mr. Speaker, Sir, a year ago I came to see you, because I intended to have a Motion discussed here with regard to the gazetted forests, the five water towers, and Mau Forest in particular. That was not possible. A year later, almost to the day, we view
  • 26 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I think part of the reason as to why we see the personalization of this discussion is a problem created by Government, especially when it brings issues like this one. The Judiciary brings its recommendations, the Executive brings its recommendations, Parliament deals with its matters in its own way and Parastatals have their own ways of paying their people. In this House, we have had a Government for long enough, which ought to have brought to the Floor of the House, a consolidated approach on how public servants should be paid. Since ... view
  • 26 May 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I have difficulties with the timings of this particular matter. This issue is being put on the Floor of the House at a time when we are being told that our economy is shrinking. The global economy is also shrinking. There are times we play out as very callous leaders. When we are dealing with such figures in front of the people who brought us here and who live on nothing, is the timing appropriate to discuss this matter? I know that life must go on but there should be sensitivity ... view
  • 13 May 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I find it strange that we have reached a point in this country where we talk about “Luo” issue. This is not a Luo issue. It is a national issue. view
