Speaker, I beg to give notice of the following Motion: THAT, this House adopts the Report of the Budget and Appropriations Committee on the First Supplementary Estimates for the Financial Year 2016/2017, laid on the Table of the House today Thursday, 23rd February 2017 and in accordance with the provisions of Article 223 of the Constitution, approves the overall reduction of Kshs228,914,000,535 for the total Budget for the year ending on 30th June 2017 in respect of the various Votes as indicated in the Schedule.

Thank you very much, Hon. Speaker. I beg to reply. In doing so, I want to thank my honourable colleagues for their very positive contribution to the Division of Revenue Bill. Some vital points were made, but I would like to mention two points. One is the issue of ring-fencing the polytechnics and the Kshs2 billion that has been set aside. We think that is crucial. The significance of this Bill lies in the fact that once adopted, it begins the process of unlocking funds for both the county governments as well as the national Government.
