In doing so, I want to thank my honourable colleagues for their very positive contribution to the Division of Revenue Bill. Some vital points were made, but I would like to mention two points. One is the issue of ring-fencing the polytechnics and the Kshs2 billion that has been set aside. We think that is crucial. I do not need to stress that this is a very important Bill. The significance of this Bill lies in the fact that once adopted, it begins the process of unlocking funds for both the county governments as well as the national Government.
