• 3 Jun 2015 in National Assembly: I thank you, hon. Speaker. I beg to move that the Supplementary Appropriation Bill (National Assembly Bill No. 23 of 2015) be now read a Second Time. It is my assumption that the hon. Members have had opportunity to peruse the contents of the Bill. As Hon. Members will know, the Bill makes provision for giving statutory sanction for public expenditure for the year ending 30th June, 2015 on the basis of the Supplementary Estimates of Expenditure 2014/2015 (Recurrent) and the Supplementary Estimates of Expenditure 2014/2015 (Development) and for the appropriation of those amounts. I am deeply impressed by their grasp of the law and what the expectations of our people were when they gave themselves a new Constitution. Going forward, proposals have been put on the table in the short term. I want to take this opportunity to again plead that we take all possible opportunities to invest in the yet-to-be-concluded socio-economic audit of our Constitution. • 3 Jun 2015 in National Assembly: I stand guided hon. Speaker. Hon. Speaker, I wish to move the amendments as circulated. The document circulated is proposing three amendments. One of them is that the total figure of Kshs1,508,517,181,340 has changed. It will be less by the figure of Kshs3.3025 billion and the new figure is Kshs1,505,492,181,340. My second amendment has to do with the recommendations contained in the document now circulated. I wish to replace the old recommendations with the new ones after consultations were held among my Committee, the Committee Chairman and also Treasury as you directed. Where there is a debit, there is a credit and where there is a credit, there is a debit. So, we are balancing books. view
