Hon. Speaker, I have a letter here from the National Treasury with respect to a matter that is a property of the House, and that has to do with the retirement benefits of the former Prime Minister and the former Vice-President, as he was called at the time. We received communication from the Treasury in terms of advice as required by Article 114(2) of the Constitution. I wish to table that communication.

My understanding of the Communication, in summary, is that the amendments that were proposed by hon. John Mbadi and the Leader of the Majority Party, Hon. A.B. Duale, have been considered by the National Treasury, upon recommendation. Basically, what the National Treasury is saying is that they have no problem with funds being made available to the former Prime Minister and former Vice-President, so long as those benefits are considered via a transitional provision in the law for the simple reason that those positions currently do not exist in the Constitution. Treasury has problems. They are saying that they do not have the capacity to pay the other officers in respect of whom payments have been proposed. Hon. Speaker, in a nutshell, that is the Communication of the National Treasury, in my understanding.
