  • 21 Apr 2015 in National Assembly: What I am trying to argue is that the figures we brought here were negotiated by the IBEC, chaired by the Deputy President, with all the different arms of the county governments represented. Indeed, Hon. Speaker, you will recall that we ourselves had issues with the BPS. We actually reduced the figure fairly significantly, from what was tabled here by the Cabinet Secretary, National Treasury, namely Kshs258 billion, and that caused a bit of a problem. My Committee had to go and sit down again with the leadership of the national Executive and be helped to respect the decision of ... view
  • 21 Apr 2015 in National Assembly: The Senate is now arguing that we review this figure upwards but it is not telling us where the money will come from. These funds are unfunded. Therefore, on behalf of the Budget and Appropriations Committee, I stand here having considered these amendments based on the Message sent to us on the Revenue Division Bill, 2015. My Committee recommends, in no uncertain terms, that this House does not concur with the proposed amendments by the Senate, and, therefore, rejects the deletion of the Schedule as well as the proposed inclusion of a new Schedule. view
  • 21 Apr 2015 in National Assembly: I beg to move; I wish to ask Hon. Washington Omondi, the Member of Parliament for the great people of Alego Usonga, to kindly second the Motion. view
  • 21 Apr 2015 in National Assembly: I thank you, Hon. Speaker. view
  • 21 Apr 2015 in National Assembly: I am much obliged, hon. Speaker. I take this opportunity to thank the hon. Members for their very substantive and concrete contributions on this matter of the amendments by the Senate. I thank the Members because they are sure that we should reject the amendments. We reject the amendments for very good reasons. The primary responsibility of budget-making in the Constitution, all interpretations notwithstanding, is resident in this Chamber. We have done our work with respect to division of revenue. We have taken advice from all the sides that we should have, not least the Inter-governmental Budget and Economic Council ... view

  • 16 Apr 2015 in National Assembly: Hon. Deputy Speaker, I beg to give notice of the following Motion:- THAT, this House adopts the Report of the Budget and Appropriations Committee on the Message from the Senate on the Division of Revenue Bill, 2015, laid on the Table of the House on Thursday, 16th April, 2015. view
  • 14 Apr 2015 in National Assembly: I thank you, hon. Deputy Speaker, for your ruling. I would then perhaps urge you to vary the ruling of the Chair with respect to meetings on Wednesday because every time we have sought permission to meet on Wednesday, our request has been declined. For us to be able to table a report on Thursday, you may have to consider varying that position. Thank you. view
  • 17 Mar 2015 in National Assembly: Hon. Speaker, I wish to donate my two minutes to my good friend the hon. Member for--- The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 17 Mar 2015 in National Assembly: I stand guided, hon. Speaker and I beg your pardon. I wish to take this opportunity to thank all hon. Members for their very generous, incisive and extremely helpful contribution to the debate and the issues that we have been deliberating upon. Budgetary matters are never easy. Much of Government is about money and that is what we have taken the last one month, no less, discussing. It has been a long process. The consultations have been full. We have met with the Treasury, as I said, seven times, no less; I could say more. We have also met as ... view
