Hon. Speaker, allow me to thank the hon. Members for their very creative and helpful interventions. Their points have been made. By way of conclusion, mine is just to ask that all the spending agencies – be they the national Government, the National Assembly, the Judiciary, the county governments, or the independent commissions – to be judicious in the use the money that we get. Let use it to help our people.

This is to bring the commencement date after publication of this Bill. This Bill does not have a commencement date. As the hon. Members will know, Article 116(1) of the Constitution says and I will quote:- “A Bill passed by Parliament and assented to by the President shall be published in the Gazette as an Act of Parliament within seven days after assent.” Clause 116(2) states and I quote:- “Subject to Clause (3), an Act of Parliament comes into force on the fourteenth day after its publication in the Gazette, unless the Act stipulates a different date or time at ...

It will mean that the county governments will not have access to funding. Now, I can only imagine that the Senate, perhaps, failed to put a commencement date. Maybe, they were a bit tired because of all the impeachments. I do not want to imagine that it was deliberate dereliction of duty. I do not want to imagine it was neglect of a deliberate nature and so, I think we want to exercise our understanding and put in today a commencement date.
