This committee met four times as is evidenced by the Report tabled yesterday and in accordance with the past practice. The Chair of the Mediation Committee should be elected from amongst members of the House that originated the Bill. You will recall that this House did originate this Bill. Appended to this Report is a version of the Bill developed by the Committee for consideration of both Houses.

By way of introduction, let me just say that the National Assembly did pass the Division of Revenue Bill, 2014 on 23rd April, 2014. As you are aware, it is necessary that the Speaker of this House does forward by way of communication to the Senate a message seeking their concurrence. That message was communicated on 25th April, 2014. The Senate did deliberate on the Division of Revenue Bill with amendments on 21st May 2014 and they sought the concurrence of this House. wanted this to simply read that the allocation due to the counties supersedes the minimum threshold of 15 per cent of revenue collected by the Government as stipulated in the Act. You will recall that upon receipt of the message from the Senate this matter was referred to the Budget and Appropriations Committee on 10th June, 2014. My committee did meet and considered this amendment and it was not persuaded---

Much obliged hon. Deputy Speaker. My committee did meet and on 10th June, 2014, we tabled a Report rejecting the proposed amendments to the Division of Revenue Bill, by the Senate. It was this situation, which, the National Assembly having adopted our Report, led eventually to the establishment of the Mediation Committee. It is important that this House is reminded of the provisions in our Constitution. The law says that if one House passes an ordinary Bill concerning counties and the second House rejects the Bill, that Bill shall be referred to a Mediation Committee appointed under Article 113.
