  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Arid and Semi-Arid Lands (ASALs) have been managed through very amorphous and ad hoc instruments by the Government. The Ministry of State for Special Programmes is designated from time-to-time to run affairs of ASALs. The Government actually addresses issues when it is convenient for that Ministry to tackle issues pertaining to a particular disaster or issue which has a national outcry or importance.   • 21 Aug 2007 in National Assembly: Please remind him again! Mr. Temporary Deputy Speaker, Sir, a litre of premium petrol in this country is costing about Kshs78. Besides you, there are two bottles of mineral water. One litre is going for almost Kshs120. I think this is a scandal. Late in the 1970s, 1980s and 1990s, Kenya used to have tap water as clean drinking water. Something is amiss. That is why I am asking the Minister and his staff to re-look at that policy regarding taxing bottled mineral water. Most of the companies bottling water are doing it directly from the tap.   • 9 Aug 2007 in National Assembly: Mr. Chairman, Sir, I beg to move:- THAT, Clause 7 be amended by inserting a new sub-clause 7(2)(f) to read as August 9, 2007 PARLIAMENTARY DEBATES 3111 follows:- "A solatium compensatory contribution of Kshs500 million or 20 per cent of annual profit after tax whichever is higher payable by any licensed cigarette manufacturers or importers in the country."   • 9 Aug 2007 in National Assembly: On a point of order, Mr. Chairman, Sir. I think the hon. Member is not clear about the proposed sub-clause. We have already done away with the quantum; the Kshs500 million and 20 per cent. Now, we are leaving that to be determined by the Tobacco Control Board. So, there is no quantum of the amount determined. view
