On a point of order, Mr. Deputy Speaker, Sir. Is Mr. Kombe in order to mislead this House and the country at large that when the House is on recess, Ministers are also on recess? The fact is that when hon. Members of Parliament are on recess, Ministers are not.

Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, I am aware that the Lake Victoria water level has gone down substantially and the lake has experienced the lowest water level in the last 83 years. (b) The water level as at 31st January, 2006, had gone down, reaching a minimum of 1,133.46 metres above sea level. The other time when the lake's lowest level was recorded was in March 1923, at 1,133.19 above sea level. Mr. Deputy Speaker, Sir, when we talk of over-abstraction, it is more about the riparian countries downstream, starting with the ones which are generating power using the water from Lake Victoria. These are countries like Uganda, the Sudan and others downstream. However, what we are doing, as the riparian States, we have been meeting and discussing this matter. We have come up with a commission, which will be dealing with issues of Lake Victoria to regulate the use of the waters, not only the outflow but also the inflow, which has also been affected by destruction of our catchment areas.

Mr. Deputy Speaker, Sir, as I said in my earlier response, this has to do with climatic change, which has affected not only Lake Victoria but many other lakes in the region. It is a matter which is raising not only regional, but also international concern. However, what I want to advise hon. What I have said is that all these institutions, which are concerned with environmental issues, are supposed to, and are expected to, ensure that our catchment areas are protected. Mr. Deputy Speaker, Sir, I have said that there are many factors, and what he is talking about is one of the factors, that is over-abstraction. I want to agree with the hon. Member that in Uganda, for example, they have come up with an electricity generating facility, which is producing more than 320 megawatts at Nambulale and Kiiria Dams, which, of course, have in a way affected the water flow. Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware that My Ministry drilled three boreholes at Mindililwo Primary School, Kapteren Centre and Cheligwa Primary School in Keiyo North Constituency two years ago. (b) The boreholes had low yields ranging from 0.8m3/hr to 1.0m3/hr, and my Ministry recommended installation of hand pumps as is the normal practice for low yielding boreholes. However, when the hand pumps were purchased and delivered for installation, the beneficiary communities expressed their preference for motorized pumps.
