  • 20 Nov 2019 in Senate: According to the Act, in order for HELB to resort to either civil recovery or any other method, it is contemplated that they would check, first, after the period of one year that is provided under the law, whether that person has been employed and the circumstances under which that person has not paid. We should be seeing waivers of those payments for those people who they have determined that an attempt to get money from would be futile or cost much more than the money they have borrowed. Mr. Temporary Speaker, Sir, there is a more punitive measure where ... view
  • 20 Nov 2019 in Senate: Alternatively, just like Sen. Cherargei was doing together with his party leader and deputy party leader respectively, when you go out there, in Rift Valley, you waive the loans for coffee, tea, sugar and maize. If you can pay loans of the sugar belt, why not pay loans for the youth? view
  • 20 Nov 2019 in Senate: Mr. Temporary Speaker, Sir, that information is very useful. For the first time, I have agreed with what you are saying. The point I was making is that, that statement was made in the sugar belt in the Rift Valley. Mr. Temporary Speaker, Sir, as a former chairman, a person who was given an opportunity to lead a party when you were so young and got an opportunity to get some money into your pocket to pay your loan, this is a very serious issue. If we can waive loans for sugar, coffee and many other things like Sen. Cherargei ... view
  • 19 Nov 2019 in Senate: Thank you, Mr. Temporary Speaker, Sir. In a few minutes, I will welcome the Members of the County Assembly from Trans Nzoia and bring to their attention that this Senate has been investigating the medical leasing equipment. Tans Nzoia County is one of the counties where equipment is lying idle in one of the hospitals. I am reliably informed that the Committee will be visiting them next week. We are counting on them to see that public resources are prudently spent. The country has spent so much money on this medical leasing and that equipment should have helped the people ... view
  • 19 Nov 2019 in Senate: Mr. Speaker, Sir, I rise to second the Motion with a few comments. I think that Sen. Halake is more than competent enough to sit as Chair. She has sat before and I have told her that I pray that she becomes the Speaker of this House one time in her life time. view
  • 19 Nov 2019 in Senate: More importantly, I read the history which Sen. Halake profiled in a newspaper recently. I can confirm that she has more qualifications than all of us think. Congratulations Sen. Halake from the ‘ Mama na Baba Party’ . I beg to second. view
  • 19 Nov 2019 in Senate: Mr. Temporary Speaker, Sir, is it in order for the distinguished Senator for Homa Bay, the Chairperson of CPAIC, to purport, allege by innuendo that some autocracy, which is despotism, has visited the Speaker of this honorable House? view
  • 14 Nov 2019 in Senate: Mr. Speaker, Sir, I join you in welcoming the youth empowerment team from Nyandarua. I am happy that Sen. Mwangi, who I appeared before when I was an intern in the year 2000, when he was the Chairperson of the Public Investments Committee (PIC), is now here. Mr. Speaker, Sir, it will be imprudent of us not to welcome Sen. Haji and hope that he has completed the ‘bridge’ he was building. view
  • 14 Nov 2019 in Senate: Mr. Speaker, Sir, so that Sen. Haji is not misquoted or misrepresentations are made on his behalf, perhaps you can allow him to issue a Statement on a matter of national concern, stating that they have completed their work and they will table a report. I am happy and I hope that since he is here, bridges have already been built. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 14 Nov 2019 in Senate: This Senate donated you to the BBI, and we are owed just a one page report of something. view
