  • 12 Jun 2019 in Senate: right but I thought the finance aspect of that proposal by Nandi County Assembly would concern the Senate because it would then border on Article 114. Let us wait for the report but there is a substantive issue as to whether this Senate can legislate on matters of taxes or, this is one of those opportunities we can draft a legislative proposal and agree with the National Assembly for them to commence a Bill and then we can deal with it later. view
