Madam Chairperson, I beg to move- THAT Clause 18 of the Bill be amended by- deleting sub-clause (1) and substituting therefor the following new sub- clause– (1) Subject to section 23, the Cabinet Secretary shall negotiate, award and execute a petroleum agreement on behalf of the national government.
