Once they were drafted, they were unable to get a good framework in the Act itself that would anchor the regulations with counties.   • 20 Nov 2018 in Senate: These governors would have been allowed, in a proper framework like this one, to enter into PPP with other entities, whether it is Phillips or whoever it is, who can provide the equipment and expertise they need, and when they need it. We have no framework for disposal of medical equipment and will have a problem of storing equipment that we do not need. By that time, this country will have spent Kshs63 billion. view

Although I sit in this Committee, the proposed amendment to Clause 54A does not quite sit well with me. This is because, in attempting to ensure that county governments mirror the national Government, in Section 56, the option of approval is disjunctive. Have we reached a situation where we can allow governors of this country the discretion to enter into PPPs without concurrence of the county assembly? The answer is “no.” The word must be „and‟.
