Mr. Deputy Speaker, Sir, we bothered to get into the history of this matter. At the first instance, this Committee was met with a charade of what appeared to be incompetence. The first report that came to us from the National Construction Authority (NCA) suggested that this was an act of God. The fellow who prepared the report from NCA took photographs with his phone the following day, that is, 10th May, 2018 and bothered to come to the Committee investigating this to confirm that, that was the report of NCA. Madam Temporary Speaker, the Solai Dam was built at 1,694 meters above sea level. It had a 30-meter mud wall made of porous material, in this case murram, and was holding at the time of the incident, 300 million litres of water with no spillway. That is confirmed. The Cabinet Secretary, Mr. Chelugui, has confirmed without hesitation that there was no license for a dam in Solai. Shame on him! What does this have to do with being a governor? None of us was motivated by anything other than the truth. We have a document that is over 1,800 pages. At no point did we deal with the politics of Nakuru County. This gentleman should be told off. We are not interested in their petty wars and politics. That is what is called impunity. These people think that the value of the people of Solai is Kshs100,000 or Ksh200,000. Even if nobody does anything, we have made sure that this Report can be used in an environmental court internationally, not even in Kenya. This is because we saw the pain of the people of Solai.
