At the first instance, this Committee was met with a charade of what appeared to be incompetence. The first report that came to us from the National Construction Authority (NCA) suggested that this was an act of God. The fellow who prepared the report from NCA took photographs with his phone the following day, that is, 10th May, 2018 and bothered to come to the Committee investigating this to confirm that, that was the report of NCA.
