Mr. Speaker, Sir, I was concerned when Sen. Haji was answering the question because at some point he looked like he was very upset and he was pointing menacingly at Sen. Khaniri. Being a Member of “the committee of the handshake”, could you direct that he cools down his temper and extends his hand as opposed to using his fingers?

Mr. Deputy Speaker, Sir, first and foremost, I would like to say that in complying with the law, we must laud the President for making his status report about the country. That said, I do not believe that this should be compliance for the sake of it. Several things crossed my mind after the statement had been read. Those chapters in Article 255, whether you want to go up or down, you must have a referendum. The million signatures will have to be verified by a credible IEBC. We will have to go back to mwananchi . There is a draft Bill that is going to be sent to the 24 counties. You need IEBC and Chebukati is not the person that we want, moving forward. Madam Temporary Chairperson, you should have allowed the Senator to persuade us about this amendment. It is not the text but the constitutional position of putting the Senator and other leaders in the executive role of selecting because a deputy governor is a running mate of somebody and also a potential governor. Personally I have not understood the legal context but the political one. The legal context should have been explained more so that we understand where we should step in in such a gap or under which exceptional circumstances and where on earth would such an event occur. Madam Temporary Chairperson, the numbers are strange because if we are all here, why do we have 30, 31 and even 32? There must be direction that people must vote. Otherwise, it is against the Standing Orders not to vote when you are in the Chamber.
