Thank you, Mr. Speaker, Sir. Being an environmentalist I have great difficulty in agreeing with the excision of forests as a principle. This is because one prominent person in this country was charged because of selling excised forest in Ngong’. Whereas we are supposed to be at 37 per cent of forest cover, we are at 3 per cent. Mr. Deputy Speaker, Sir, I want to add my voice to this. Recently, we watched a very strange incident where the police took the lives of two young men in front of television cameras, for whatever reason they did it. The right to life is a fundamental right under Article 26. I do not know anything that is more urgent than a statement that seeks to end the life of a Kenyan and is issued by an officer, public or otherwise. The urgency of this matter needs not be stated. Thank you, Mr. Deputy Speaker, Sir. Most likely this petition will be committed to the Committee led by Sen. Billow. However, we will not be here for the next 60 days. It will be a futile attempt. Mr. Deputy Speaker, Sir, I join you in welcoming the PhD students. Two years ago, JKUAT showcased a laptop that they were making. At the time, I was hoping that the Jubilee Government would purchase their laptops from JKUAT. I was disappointed that they went outside while JKUAT is producing laptops. I congratulate JKUAT for entrepreneurship skills. We hope that this can translate to improving this economy and producing better entrepreneurs and not “tenderpreneurs.”

from Makueni, he should give us that state. If the Bills have lapsed, he should inform us that there is nothing we can do because they have lapsed and reintroduce them when we are elected. That address is important for Members of this House who spend a lot of time drafting Bills, arguing them here and presenting them before this Senate.
