No! There is no reason to be ambiguous about this issue. If all of us agree that we can do this within 24 hours, it should be stated clearly so

Mr. Deputy Speaker, Sir, from my experience in the Committee on Finance, Commerce and Budget, we never had public participation on the Cash Disbursement Schedule or even the County Allocation of Revenue Bill. Mr. Deputy Speaker, Sir, from the understanding of the communication from the Cabinet Secretary, there appears to be a discrepancy between the County Revenue Allocation Bill and the Cash Disbursement Schedule, which is simply getting the schedule and amending it. So, we do not need to consult the public because it could be a matter of a two or four being at the wrong place. The secretariat ...

Thank you, Mr. Deputy Speaker, Sir. I rise to support the Motion to set up this Ad-Hoc Committee. I need not to say much about the Members because we have agreed. I want to remind the Senate Majority Leader, Sen. Murkomen, that there is a reason the Senate Minority Leader is in this House. I have two comments. First, given my experience in the Committee on Finance, Commerce and Budget, and having read the Bill, that this Committee should interrogate this issue. This is because even from the reading of this Bill, the Schedule that is being amended is the ...

In the Statement, the Senate Majority Leader should:- (a) provide a list of all people affected by the oil spillage; (b) state the number of people who have been compensated and payments thereof; (c) state the number of people below three kilometers from the spillage site who have been considered for compensation; (d) indicate when the pending payments to the affected persons will be ...

.: Mr. Speaker, Sir, this is a very serious issue. I recall that at some point, even Sen. Haji has mentioned about transfers to counties. If there is one reason why we should not go for an adjournment, this is one of them. This is because all that the Senate Majority Leader needed to do, even without any written explanation, is to get confirmation that the money to counties has been transferred as passed by the senate. This matter affects all of us as senators. Our workers have not been paid, counties are grinding to a halt, we are going ...

.: On a point of order, Madam Temporary Speaker. I am seeking your direction on this particular Bill. I have noticed that the Senate Majority Leader has already gone to other Motions before certain things are resolved. This morning, I came across a similar Bill, Supplement No.148 - National Assembly Bill No.39 of 2017 titled “Election Laws (Amendment) Bill 2017”. The said Bill has been proposed by Hon. William Cheptumo. It is dated 22nd September, 2017. The Bill published by Sen. Dullo, in my view after reading, appears to be the same Bill that is currently before the National Assembly.

Thank you Mr. Clerk. I am particularly concerned because this Senate is like the High Court, we deal with record and everything we do is on record. On the qualification of a Speaker, your duty is to ensure that the person is qualified under Article 106 and the Standing Orders. That person should also be qualified to be a Member of this House. My concern is that this House discussed one of the candidates at great length and passed a resolution concerning that person and their work as Governor of Bungoma County. For the record, I am holding the report ...

On a point of order, Mr. Clerk. Is it in order for my friend Sen. Cheruiyot to mislead this House that the report of the Committee on Finance, Commerce and Budget was not approved whilst the correct position is that before a Paper is laid before the Senate, your office confirms first that the appropriate signatures are on that report, quorum had been attained in the Committee on Finance, Commerce and Budget, and the Speaker then seated here, would not have approved and allowed that document to be tabled here and go a step further to be discussed across the ...
