Would I be in order to propose that you order that the Division Bell on the Division of Revenue Bill (National Assembly Bill No.2 of 2017) be rung? We extended the voting by one day. Kagwe said it was a smooth transition, there are two provisions of law that appear to be contradictory, particularly where the County Executive Committee (CEC) members under Article 179(7) are required to cease acting as such on the vacancy of the office ... view
  • 28 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, the Constitution requires that all CECs of Nyeri County cease to hold office following the death of the governor. The Constitution also does not speak about the office of the deputy governor for the remainder of the period which the deputy governor assumes office. So, if a governor is elected today and he loses his life like in the circumstances of Governor Gachagua, the deputy governor will hold office without a deputy governor for a period of five years. In this case, it is four months. In addition, the deputy governor who was sitting with CECs ... view
