  • 5 Apr 2017 in Senate: Mr. Temporary Speaker, Sir, I beg to move: THAT, the debate on this Bill be adjourned under Standing Order No. 99(1). I have listened to Sen. (Dr.) Khalwale on the First Schedule on Kakamega County alone and realized that it will be of great benefit to this Senate to listen to the other Senators on such details about the First Schedule and the importance. We would know what to do as we move to the Third Reading. Therefore, I agree and beg that you agree to the proposal to defer debate for the other Senators to have an opportunity. view
  • 4 Apr 2017 in Senate: Mr. Deputy Speaker, Sir, at this rate, gloves are going to become specialized equipment. Perhaps to help Sen. (Dr.) Machage and the House, we need to know what the definition of specialized equipment in the contract was. This is because you cannot define ‘specialized equipment’ out of your knowledge or experience as a doctor. That is the solution. Let us look at what the contract defines. If the contract defines gloves and trollies as specialized equipment, we would then say that the contract is voidable to that extent. view

Wako was the Attorney General. He appointed two senior counsels to defend the Government. He lost and ended up paying legal fees for it. Therefore, this could not have been more appropriate. However, you must stop him because he is anticipating debate. He has gone into how many things we have not done and many other things. You must stop him from doing so. My Chairperson of the Committee on Information and Technology is not averse to information coming from his Vice Chairperson. A similar question was raised by an assembly in court as to whether it is a contradiction for the Senate to interrogate financial matters of a county yet, ideally, that matter should be interrogated by a county assembly.
