Murkomen has made a passionate plea for barazas, I am wondering whether there is something he knows that we do not know; something that is supposed to facilitate these barazas .   • 11 Oct 2016 in Senate: Mr. Speaker, Sir, I am surprised that somebody can say that you cannot be compensated for being injured by a stray bullet. The word “stray bullet” is now a euphemism for negligence. It is now synonymous with saying that, the way you can be bitten by a stray dog is the same way you can be harmed by a stray bullet. There is nothing in law or otherwise that justifies the Statement that you cannot pay because that was a stray bullet. It is as if the bullet walked from the gun and found somebody somewhere. (Prof.) Anyang'-Nyong'o, particularly, where he says that the Commission established under the NCIC is not a panacea for bad manners, insecurity and breach of law. That resides squarely within the jurisdiction of the security sector and I must say that they have failed.   • 14 Sep 2016 in Senate: On a point of order, Mr. Speaker, Sir. I am concerned that the primary accused person, the Governor of Nyeri County, is missing from the proceedings. Maybe you should give directions as to whether this matter can proceed in his absence, because I have not heard his lawyer give an excuse or reason the governor is missing from these proceedings. Under the Rules and Act it is the governor who ideally in his name that the defence is proceeding. view

I thought that in normal practice, the witnesses would lay a basis for playing the video since after the evidence is laid before you, that an application of playing the video can then be made. Similarly, the one of the Controller of Budget would be made once they have established the reasons they should be summoned – so that you are in a position to make that determination.
