Thank you, Mr. Deputy Speaker, Sir. I realise that most of us did not follow what was happening in the Committee. However, the fact of the matter is that, that was an exceptional circumstance that we found ourselves in a committee. Sometimes, when I think about the people who set up this Committee and how it was set up, nobody thought it would come up with a Report like this or that some thought we would not agree. However, I want to point out several issues that can inform some of our decisions. The fact of the matter is that ...

Mr. Deputy Speaker, Sir, the proposals that have been made in the Election Amendment Bill are revolutionary in every sense of the world. They are not unique to Kenya. We did our research and in a country like India that has got over---

Allow me, Mr. Speaker, Sir, to join you and other colleagues in welcoming the delegation from Kilungi ABC Primary School. In fact, this school is next to my home. Therefore, it is my pleasure to welcome them here in the Senate. I have said this before and I want to repeat, that in the era of devolution, these student should not drive 107 kilometres to see the Senate. We must have a Senate sitting in all the 47 counties so that these pupils can have the privilege of attending a Senate session in Makueni. That will be the day devolution ...

Mr. Speaker, Sir, there is a concern particularly in both the Standing Committees on National Security and Foreign Relations and the Committee on Health. Maybe the Committee on Health will absolve itself of blame in the next Statement. However, when children disappear from Nandi, it is a serious issue. If this Senate cannot get a Statement in seven days and the Leader of the Majority is given a task and does not respond to it, it puts to question the work of the Ministry, the Leadership of the Senate and how we treat Statements by Senators. It cannot be casual ...

Mr. Speaker, Sir, this matter is urgent to the extent that mothers in this country are being punished for bureaucracy of the Kenya Government. It appears, and the Chairperson should clarify, that this money once it is remitted to the Ministry, it failed to remit the sum. Worse still, the Ministry is insisting on conditions. What condition would there be in free maternal health-care other than the birth of a child? The only condition has been fulfilled.

I get concerned when the Kenya Government which offered this as a pre-election campaign tool is punishing a child who cannot talk. Could you please make an order just like you sanctioned the Committee on Finance, Commerce and Budget, that we are unable to function on anything? Mr. Speaker, Sir, could the answer be given urgently? This is because from where I stand as a Member of the Committee on Finance, Commerce and Budget, something is afoot. There are snakes under the rocks and we want to look for those snakes because if this Senate cannot defend the function of ...

Thank you, Mr. Speaker, Sir. Together with my colleagues, I would also like to welcome the delegation from Zimbabwe. The reason I rose to speak and congratulate them is because through an effort of one of the Members who was then in the Opposition, Zimbabwe was able to sign into law something we call the Arms Trade Treaty (ATT) which this country has not managed to do. I learnt through the Parliamentary Global Action that there is an opportunity for legislators to use what we call the soft approach even when in the Opposition, to enable a country do something ...
