The advisory opinion of the Supreme Court on the gender question in Article 91 gave Parliament the deadline of 27th August, 2016. So, there needs to be an element of determination of this question. I am not certain whether the Bill in the National Assembly was on principle. This is on principle or under Article 81, but I am not certain whether we are looking at the measures of ensuring that we comply with the two-thirds requirement. It is a point and I am ready to contribute because where I stand, I am a special rapporteur for gender parity of the Inter-Parliamentary Union (IPU). Article 260 says:- “The “affirmative action” includes any measure designed to ameliorate an inequity or the systematic denial or infringement of right or fundamental freedom”.
