If there was a time this nation went out of its way to demonstrate patriotism, it is when our team sang the three stanzas of the National Anthem and continued to show that this country is greater than us, politicians. In this one, it appears there is an ambiguity and it should satisfy that it is in reference to matters of doping. The side notes indicate:- “Independence of the agency and therapeutic use exemption committee” Mr. Temporary Speaker, Sir, the wording should be changed to reflect investigations and not to cause contradiction.   • 19 Apr 2016 in Senate: Mr. Deputy Speaker, Sir, I am glad that this question has been answered. We have sought for it since 2013. However, on the Schedule on legal fees, this report shows that the CoG representing our counties spent Kshs48 million in 2013/2014, Kshs87 million in 2014/2015 and Kshs83 million in 2015/2016. Mr. Deputy Speaker, these funds have been used ostensibly in some cases to sue this House. The Intergovernmental Relations Act requires that this CoG makes a report to this Senate.   • 13 Apr 2016 in Senate: Mr. Speaker, Sir, a very interesting aspect has come out of this request and answer in particular, question No.3. It appears that out of the list of legislation and regulations that are now in place, the only one that has not been devolved and is in draft is called the Draft County PPP Regulations. The answer suggests that the absence of County PPP Regulations does not stop the counties from pursuing PPP projects.   • 13 Apr 2016 in Senate: Mr. Speaker, Sir, it is a contradiction to say that the Public/Private Partnerships (PPPs) that counties are doing must go to the assemblies for approval and at the same time admit that we do not have the regulations. It is those regulations that would require county governments to submit those PPPs to the county assemblies. The Chairman is, therefore, telling the governors to go ahead and do PPPs without involving the county assemblies. Could he make it clear to us? view
  • 12 Apr 2016 in Senate: .: It is the same thing, Mr. Speaker, Sir. That is what a true democracy does. That is the only way we can have equality before the law. All animals must be equal and Sen. Wetangula must be treated fairly. I condemn those actions because I have some expertise in arms treaties and all these things courtesy of the Senate. These things like tear gas canisters, grenades and guns have serial numbers. It is very easy to determine who was in lawful custody of these items for purposes of determining who was negligent. view
