Under the Banking Act, the CBK has a role under Section 32 to inspect any institution if so directed by the Cabinet Secretary. However, the Committee has found the response inadequate in terms of the figures presented as the funds allocated to El Niño vis-à-vis the reports that are in the public domain. Secondly, the statement was forwarded by the National Treasury Principal Secretary, Dr. Kamau Thugge, attaching the response that is not on any letterhead or signed, in contravention of the Constitution. The sanction was that the Committee would not conduct any sittings before this statement or any other statement from the Committee on Finance, Commerce and Budget is produced. The statement is here. However, it would be a tragedy and a travesty for me to read such a statement to this House. view
