  • 3 Nov 2015 in Senate: Okay, I am summarizing, Mr. Speaker, Sir. The people of Thange Ward, who live next to the pipeline and along River Thange, will not plant. Other than giving them 5,000 litres of water, what will the Kenya Pipeline Corporation (KPC) do to ensure that they have food for the period that they are not going to be able to plant? Lastly, how long will it take to clear the Lead pollution in River Thange that has been caused by the Kenya Pipeline Corporation? view
  • 3 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, Sen. Moi has been graceful enough to tell us that he has summoned a team next week. He intends to go to Makueni, but he has not given a timeline on any of those matters. Would I be in order to suggest that he gives a timeline? My concern is that the rains have begun and the problem is going to continue. If we do not watch, Sen. Moi will not be seen here for another few more days. He will go wherever he disappears to when he pleases. view
  • 3 Nov 2015 in Senate: By the way, Mr. Deputy Speaker, Sir, I am a senior to both Sen. Murkomen and the Senate Majority Leader in the profession. I say so, with respect. To read it any other way, where you have 15, 24 and 32--- It is the golden rule of interpretation, where you interpret the law and lead yourself to an absurdity. Therefore, for us to make a decision on the Presidential Memorandum, we must have a majority of-- - view

  • 29 Oct 2015 in Senate: Mr. Chairman, Sir, in fact, I raised this issue yesterday and the Speaker, in his considered view, thought that any objections to this matter, being in the Order Paper today should be raised today. That is in response to what Sen. Kagwe said. I raised an intervention yesterday because I was concerned that what appeared to be legislation in some form that I would call back door— view
  • 29 Oct 2015 in Senate: Now that I am on my feet, I would like you to lend me your ear. It is not a coincidence that you are seated there; it is because you are a lawyer of high distinction. So, this is a “Marende” moment for you. History will judge you harshly; and I am not being rude. view
  • 29 Oct 2015 in Senate: Mr. Chairman, Sir, history will judge you harshly if you do not do the right thing. My understanding of this Constitution is that under Article 259, the interpretation of this Constitution shall be construed according to the doctrine of interpretation that the law is always speaking and amongst other things, a function or power conferred by this Constitution on an office may be performed or exercised as occasion requires by a person holding office and continues as such. • 28 Oct 2015 in Senate: .: Thank you, Mr. Speaker, Sir. The Senate must recognise that this impeachment is here because the High Court has refused an injunction against the Senate. So, that is a milestone. In my county, had the Judiciary acted the same, maybe we would not have been in the same positon that we were in a few months ago. Two, I agree with the Senators who have suggested that the majority membership of this Committee and the Chairperson should come from the Coalition for Democracy and Reforms (CORD). Three, I express my disappointment that this communication was already in the press ... view
  • 28 Oct 2015 in Senate: Thank you, Mr. Speaker, Sir. I have just looked back and I have not seen the Chairman of Justice and Legal Affairs Committee, the Vice Chairman is also missing. So, allow me on behalf of the Committee to welcome the two county assemblies; Vihiga and Kilifi. Since Sen. Madzayo is not here and he is my colleague and learned friend, I also want to welcome them. • 28 Oct 2015 in Senate: Mr. Speaker, Sir, for those who are on a sojourn, I wish them a fruitful sojourn. For those who are on a visit, I hope they can seek our Committee for a visit before they leave because I am not aware of a meeting with our Committee. Thank you. view
