It is true, Mr. Speaker, Sir, but we have a right to sort of also assist you in doing this interpretation. Mr. Speaker, Sir, we have a principle of law called construction, where when interpreting the law, the interpretation should not lead to an absurdity. What Sen. Khaniri is suggesting would lead to an absurdity. It is not only that, but if this Senate is going to be bound by precedent of what we have done before, Sen. Khalwale in his Committee for the removal of the Deputy Governor of Embu County, held and found – and which we voted ...

Mr. Temporary Speaker, Sir, I will be brief. I rise to support this Motion and more importantly say that as a Member of the Committee on Finance, Commerce and Budget, it would be a travesty for us to go on any form of recess, leave or otherwise, without passing the County Allocation of Revenue Bill which the Committee has worked tirelessly for the last several months to put it in place. In addition, it would be a serious travesty for the Committee on Mediation in which I sat, for this Bill not to be passed after we managed successfully to ...

Thank you, Mr. Temporary Speaker, Sir. I will attempt to be quick. I rise to support the Bill. Mr. Temporary Speaker, Sir, in supporting the Bill, I am a little disappointed because I know that, we, as the Senate, would have done better than Kshs226.66 billion that is on this Bill if we had clearly followed the Budget circle. Secondly, I think that Article 203(3) requires that this amount that we are now passing of Kshs226.66 billion is supposed to be out of the most recent audited accounts. If we do not mention this, we will have failed in our ...

Mr. Deputy Speaker, Sir, part of the answer on page 3 about the TA talking about governors’ personal staff, part (d) of this question was actually the grounds for removal of Governor Chepkwony. The answer suggests that the recruitment of these persons called “advisors” was done, in consultation with what they are calling the Public Service Commission (PSC), the Transition Authority (TA) and the Salaries and Remuneration Commission (SRC). I am aware that this is still a contentious issue in most of the counties. Could the Chairperson clarify whether this issue has been sorted out in county assemblies because governors ...

Thank you, Madam Temporary Speaker, Sir. I rise to contribute to the speech by the President of the Senate of Rwanda. It is, indeed, a pleasure and a privilege for the Senate of the Republic of Kenya to have hosted the Speaker of the Senate of the Republic of Rwanda. Madam Temporary Speaker, Sir, there are certain things that were said by the President that I think I must repeat, not only for record, but for clarity. The President stated that the Rwandese are realistic about the challenges that lie ahead for the region as well as being steadfast in ...
