Mr. Deputy Speaker, Sir, I was going to clarify the issue. Notwithstanding what the Chairperson of the Committee has said, I will propose out of experience - that is why I support what Sen. Mositet said – that other than the Minister in charge of lands, the Director of Survey and the Director of Physical Planning should be present at that meeting because they are the people responsible for drawing these maps and not the Cabinet Secretary. .: Mr. Deputy Speaker, Sir, I rise to support the Bill although we have discussed it at length in the Senate Committee on Finance, Commerce and Budget and have proposed some amendments to it. The amendments are informed by the fact that there are reports indicating that, in fact, the county governments are spending up to 70 per cent of their revenue on Recurrent Expenditure. The Chairman should state who is responsible for Kenya’s image overseas, whether it is the Ministry of Foreign Affairs or the Ministry of Information, Communication. Two, how many public relations officers we have in those stated foreign countries; three, how many are Kenyans and how many are nationals of the respective countries; and, how many lobby companies Kenya has in our key embassies.

I rise to support the proposed amendment to the Public Procurement and Disposal Act, in particular, to provide a formula where disadvantaged groups such as the youth, women and the disabled persons are given an opportunity to participate in procurement.
