But on part “c” we had sought for clarification as to how long it would take Victory Construction Company to complete the 4.6 kilometres that they have been given, bearing in mind that they have taken seven years to construct 24.6 kilometres. The delay was already confirmed and it was 68 weeks. We have no problem with that, but the portion of 4.6 kilometres which the contractor has not been completed. Mr. Speaker, Sir, I will not repeat what my fellow Senators have said, but there is something in the Act which I think is not covered by the regulations. It is in line with what Sen. Billow Kerrow mentioned. Under Section 11 of the existing Act, there is a very innocuous section which has a side note that reads: “Posthumous national honours.
