I have said this in terms of our reforms to the Public Financial Management Act and we have made a note. There is a gentleman who is called Njoroge and in our old Constitution, he would be the Controller of Budget and the Auditor-General. I do not know why we should not have the same person again.   • 2 Jun 2021 in Senate: It is unfortunate that we have now discovered that money allocated to county assemblies which is sent late is misappropriated and used by the county executives without reporting. The amendment we have proposed to Section 130 provides that the monies that have not been spent but have been allocated to county assemblies for every financial year should be credited to their accounts and used for purposes of their budgets in the appropriations. Therefore, I hope at the Committee Stage, the Chairman is going to propose that amendment that will ensure these funds do not end up in the wrong account. view

Under Chapter Twelve and in terms of amendments to the Constitution, we do not require a referendum to amend so that clerks of the county assemblies can have some element of autonomy.
