Thank you, Madam Temporary Speaker, for the opportunity. I must say that this amendment to the Constitution is a unique moment for this country. It is a unique moment to reflect on this Constitution and amend those places that we think would help in the cause of progressing what the founders of the Constitution and the people who brought about the 2010 Constitution had in mind.

You must follow and listen to the people who negotiated for this Constitution. First, the proposal was to have 14 counties. They thought: “No. Do not make them 14.
