  • 29 Apr 2021 in Senate: Madam Temporary Speaker, in correcting Sen. Wamatangi, we declare that we also love him. Sometimes, it is correct to say that you do not have the proper information. Please read the whole Article 89(9) all the way down. It states that- “Subject to (1), (2), (3) and (4), the names and details of the boundaries of constituencies and wards determined by the Commission shall be published in the gazette, and shall come into effect on the dissolution of Parliament first following their publication” The course of action for any Kenyan can only arise after the Commission gives the names and ... view
  • 29 Apr 2021 in Senate: I would like Sen. Wamatangi to listen to me. I will not charge him for this advice. The only time a Kenyan can question a decision on a constituency and a ward is after IEBC has made a decision. It is important for the record. We are doing this for the record. If you go back to your transitional clauses, the current IEBC is a successor of a former Interim Independent Electoral Commission (IIEC), to the extent that this transitional commission that was prior to this current IEBC was also doing boundaries and it is covered in the transitional commission. ... view
  • 28 Apr 2021 in Senate: Mr. Speaker, Sir, this matter is so serious. If Sen. Linturi has been arrested in the course of duty, we should all leave this Chamber. It is not fair. I participated in the inquiry into the arrest of Sen. Malalah; the Senator for Bomet, Sen. Langat and Sen. (Dr.) Lelegwe. Since that time, nothing came out of those arrests. It was just pure harassment at that time. Mr. Speaker, Sir, at that particular moment, the resolution that was made by the then Chair, together with the gentlemen from the National Police Service, including the DCI and IG, was that there ... view
  • 28 Apr 2021 in Senate: It is just totally unacceptable! It is wrong. It does not matter what he believes because this Chamber is supposed to be a Chamber of debate. This is not a choir where we are supposed to agree or sing the same song. People are supposed to debate and vote. Even if there was something that they were looking for, it would be misconstrued that they have arrested him so that they either reduce the number of people, or they intimidate the people who have an alternative view. It is very unfortunate that they would do so. The electronic version of ... view
  • 28 Apr 2021 in Senate: Mr. Speaker, Sir, as in the case of your predecessor, when the police came to Parliament Road during our debate on Election Laws Amendment Bill, we were barricaded here. We got out of our cars at around Uhuru Highway. Your predecessor adjourned this House until the police moved out of Parliament Road. There must be an explanation. I said the last time it happened that next time it will be somebody else. There will never be an end to this. Thank you, Mr. Speaker, Sir. view
  • 28 Apr 2021 in Senate: Thank you, Mr. Speaker, Sir. The Senate Majority Leader suggested that the lawyers come back early, I am sure they can. However, Sen. Orengo has raised an important issue about the annexures. I raised this issue with you privately because I was concerned about this Report. I must confess that I asked you to allow me circulate a soft copy of it to the Senators which I did. I am surprised that Sen. Orengo was not allowed to access it because I have it. That direction is useful. More importantly for me, is that the only way to debunk the ... view
  • 28 Apr 2021 in Senate: Mr. Speaker, Sir, when we elected you, there was an announcement by the Clerk to go and find a person with your name in the corridors. Maybe you should make a similar order for Sen. Linturi, so that he comes and we can proceed. view

  • 28 Apr 2021 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
