Thank you, Sen. Orengo, for the information. In fact, that memory serves me well because my late father walked from his office at Jogoo House, all the way to the offices of KNUT. It is through that engagement and collaboration with teachers that we have the Constitution, 2010. I support this Bill and hope we can get this matter as quickly as possible, and resolve our issues with the National Assembly. I have looked at this Bill and am still wondering how somebody will find this a money Bill. I support.

Thank you, Mr. Temporary Speaker, Sir. It will not come as a surprise that I am supporting this Petition because from a long time ago, 2013, after the dispute on Konza City, it appeared to me that Article 188 needed to be put into effect. Secondly, the notion that counties do not have boundaries is not correct. They have boundaries. Any alteration follows the principles under Article 188. There is no dispute on boundaries. The dispute is alteration. How do you alter a boundary now that it has been established under the Schedule? Sen. (Prof.) Ekal talks about international boundaries. Article 5 contemplates an Act of Parliament to establish our territory as Kenya. Those who live around the boundaries of Kenya, including the Senator of Kwale cannot establish the boundaries of our international neighbours yet we do not have boundaries of counties. Thank you, Mr. Speaker, Sir. As I was making my submissions last week, the question of cost in the Report is unanswered. This program is titled Managed Equipment Services (MES). This service according to what we have been passing is supposed to be a leasing contract. When the Committee was supposed to address this issue, in paragraph 61, page 49, this is what they said- “Most equipment supplied under MES project did not require frequent changes in technology. Mr. Speaker, Sir, the reason I am raising these concerns is because the last chapter in this Report is on the recommendations which the Committee would like us to vote on. Therefore, the recommendations cannot be ambiguous and leave us with questions. For example, on page 61, the paragraph on whether this was direct purchase or lease of basic equipment is not answered.
