The reason I said that recommendations of this Committee appear to be in contradiction with the body of their report is that in the conceptualization of this project, on page 77, they identify what this project was supposed to do and who was supposed to do it. When the Committee makes recommendation on page 249, it says that GE East Africa Services refused to appear before it. One of the contractors, Phillips Medical Systems were paid late. They were paid a late payment fine of Kshs6 million. This is on page 249. Under the Public Finance Management (PFM) Act, this is a violation. That is what I was trying to correct and you cannot remove a full stop before you read a sentence. I am trying to understand. view

  • 29 Sep 2020 in Senate: In proper procedure, if you have a document that has continuous pagination, you cannot go to Page 143 and then have Page 9. What the Secretariat should have done is to allow this document to be renumbered. Otherwise, somebody reading this HANSARD would not understand what we are doing. You cannot read 143 and say after that, read Page 9. Therefore, from Page 143, it should be 144, 145 et cetera . When I said that this Report was done by two or three people that is what I mean. The confusion is real. view
