  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, we are the legislators. Are we making minor laws? At what point do you make a minor law or a major law? So, a violation is a violation. Therefore, this amendment should be withdrawn. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 97 of the Bill be amended in Subclause (1) by inserting the words “of the High Court” immediately after the word “Registrar” appearing in the second line. view
  • 26 Aug 2011 in National Assembly: We are simply adding the words “Registrar of the High Court”. For avoidance of doubt, the words we are adding should be “Registrar of the High Court” but we had just put the word “Registrar”. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move: THAT, Clause 111 be amended by inserting a new Subclause (3) reading as follows:- “Exercised only after a draft of the proposed regulations has been approved by the National Assembly at least six months preceding the General Elections”. The idea is that all these regulations required by Clause 111 be at least made available to the National Assembly for scrutiny to ensure that they comply with the Constitution and the Act. It is not an attempt to gag or influence the Commission, but it is just for clarity six months before. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT the Bill be amended by deleting Clause 113 and substituting therefor the following new clause – view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, clause 1 of the Bill be amended by inserting the words “and shall come into operation on such date as the Minister may, by notice in the Gazette appoint” immediately after the expression “2011”. Madam Temporary Deputy Chairlady, the clause, the way it is now, does not give a commencement date. It is far better that we have something like this. Hon. Members can trust me that I will operationalize it quickly. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move that Committee doth report to the House its consideration of The Elections Bill and its approval thereof with amendments. view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move that House doth agree with the Committee in the said Report. view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move that the Elections Bill, (Bill No.34, 2011), be now read a Third Time. view
  • 25 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to assure the Chair of the Constitutional Implementation Oversight Committee (CIOC) that we will ensure that these amendments are on the Order Paper when the Bills come. This is because we have already finished them from our side and they are on the way. view
