First, whether we have sources of water, second, whether there are enough customers to purchase the water and third, whether it would be cost effective to do that. We might end up with a water company that cannot even run or manage itself. If we are convinced that the Narok/Trans Mara Water Company can manage itself, then we can go ahead and form it. We have heard of several cases of buildings collapsing, but to date, nobody can stand up and say: “This person was responsible.” If we leave the engineers to discipline themselves, who will discipline his brother? It is very rare that an MP recommends an officer to be promoted. Mr. Deya is very hardworking. These officers require assistance. If there is an architect, give him a qualified one. We have already started devolution by posting district commissioners in almost every constituency. By the time we come up with the new constitution, every constituency will be upgraded to a district. (a) Failure of water supply in Migori Municipality was caused by disconnection of power supply due to non-payment of outstanding bills of Kshs1,418,574,000. (b) My Ministry, through the Lake Victoria South Water Service Board settled part of the Bill, that was Kshs350,000 and further Kshs600,000 has been paid by my Ministry hence ensuring power supply reconnection.
