Mr. Speaker, Sir, it is the responsibility of the local authority to approve the physical planning of any town. We are talking about a municipality here. Did the local authority, therefore, grant authority to the Nakuru Teachers Estate without knowing if there was an access road to the main road? It is their responsibility to plan the town! Did they plan?

Mr. Deputy Speaker, Sir, it appears that Reli SACCO is a savings and credit society. These remittances which were supposed to be made by the KRC are deductions from employees. It appears from the Assistant Minister's answer that it is not even clear when this particular person will be paid his dues. The Assistant Minister has actually conceded that he does not know when the Reli SACCO Society will pay the other employees. What happens when employees' money is deducted by the employer and not remitted to the SACCO? Is this not an offence? The Assistant Minister should be contemplating ...

Mr. Deputy Speaker, Sir, I heard Dr. Rutto say that dead bodies at this facility are usually eaten by rats, and that it is important to send off these bodies with dignity, yet the Assistant Minister was not struck by that fact. He did not either deny or admit what we are saying, because we are raising a very serious issue. Did the Assistant Minister hear it said that bodies are eaten by rats?

Thank you, Mr. Chairman, Sir. I also oppose this amendment. Actually, when we say we are promoting, as one has rightfully said, those who are already slaves of smoking, like my friend, Mr. Nderitu, the hon. Member for Mwea, would not want any promotion or any advertisements because they are already enslaved by it. But if we allow advertisements, they are actually going to target our children and youth. That is what we are trying to discourage in this Bill.

Mr. Deputy Speaker, Sir, Nyandarua District is one of the major pyrethrum growing areas. We would want to know from the Ministry--- This time, farmers are confused as to whether the problem is with the market; they cannot get a market for the pyrethrum produced in this country. What is the problem? Recently, we heard that Kenya is now importing pyrethrum from a country in Africa. Is it true that we are rated to be a major grower, but we cannot sell what we have and yet we are importing pyrethrum?

Mr. Temporary Deputy Speaker, Sir, investigation is what causes delay in very sensitive cases in this country like that of corruption. The Assistant Minister says that this process is ongoing. We have to investigate these cases without actually having to revert to outsiders to do it. How much money has been earmarked for supply of equipment this financial year?

Mr. Deputy Speaker, Sir, His Highness Dalai Lama is a religious leader. The alleged letter, if I recall, was for him to visit this country in his private capacity as a religious leader. That is why the Government had considered to write a letter to New Delhi to allow him to come. If he was visiting this country in his private capacity as a religious leader, why was he denied a visa?

Mr. Speaker, Sir, we appreciate the initiative taken by that management because it sounds noble. Is the Ministry doing this for that particular hospital or in all the Government institutions? Is the Government installing the meters with the intention of disconnecting them later so as to connect the individual meters? Is this being done in other Government institutions like offices in your Ministry?

Mr. Speaker, Sir, the Assistant Minister has not denied that it has taken eight years to have this facility gazetted. Is he surprised and could he take the initiative to actually inquire and establish why it has taken eight years to gazette this facility? The hon. Member has said that this facility is going to waste because it has not been gazetted.
