The problem we are experiencing is that when we raise our complaints with the Ministry, it takes a lot of time for it to sort out the problem. Mr. Khamisi said that 26 chiefs and assistant chiefs have been given letters of termination. Is the Assistant Minister saying that 26 chiefs in one constituency have been given letters to show cause why they should be terminated? Why that big number in that particular constituency? view
  • 27 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, the biggest problem is that many youths have been delayed in obtaining identity cards. One of the requirements in applying for a late identity card is a sworn affidavit. You have to swear an affidavit before a magistrate or a Commissioner of Oaths to say why you did not obtain an identity card when you attained the age of 18 years. This is costing the applicants up to Kshs3,000 to travel from the rural areas to urban centres to get a magistrate or a Commissioner of Oaths to swear an affidavit. It is important to know the details of the affidavit that was tabled by Mr. Sambu. Who swore it? Is it by the mother? We do not know whether the child sleeps in the cells or in a policeman's house. Where does that child stay at the police post? Can we get that very clearly? Who is breast-feeding that child? Is it the policemen or policewomen? view
  • 5 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, it is now eight months since the death of Mr. Gandini. Suspicion is usually aroused when a person is killed and no action is taken. Why have the police not commenced the inquest so that those six possible witnesses who have recorded statements can give evidence? The inquest can then arrive at a ruling so that the file can either be closed or certain people can be charged with an offence after the inquest. view
