  • 20 Jul 2016 in National Assembly: Mhe.
  • 29 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for this opportunity. I wish to oppose this Motion because this is a very crucial Commission. I believe it will carry out activities that cut across the country. I have looked at the seven names which have been proposed. As has been eluded by my colleagues, the names do not reflect the face of Kenya. I think the problem here is that we have been operating on the principal of the winner takes it all. As has been said, whenever we go for elections we promise our people very many things. Once elections are done and ... view
  • 29 Jun 2016 in National Assembly: My advice as Hon. Gumbo has said, is that it is important to get the names of members of other commissions. At the end of the day other regions which have not yet served can have an equal opportunity to serve. This is the national Government and we need to set a good example to the county governments. If things are happening like this at the national level, then we expect chaos at the county level. My proposal is that in future when there are appointments like this, for instance, we have seven positions, we should go back to what ... view

  • 22 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I wish to support this Bill. I want to agree with Members who have spoken to this Bill and the fact that a good road network is important for the economy to develop. You realise that in most parts of this country, the road network is not that good and as such, the economy has not developed well. We have had a serious confusion in terms of these roads. What the common mwananchi expects from us are services. It does not matter to him whether this is a function of the ... view
  • 22 Jun 2016 in National Assembly: ground, have qualified people who will always know what is happening and ensure that the roads are done to the expected standards. That is very important. Hon. Temporary Deputy Speaker, there is need for the board to go round the country and look at the roads. They should set aside enough money, so that we can do away with the idea of us walking into offices of Principal Secretaries and Cabinet Secretaries. We have other issues to handle, for instance, we seriously want to do legislation in this House. If a fund is set aside and the authorities that are ... view
  • 4 May 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I support the amendments proposed by Hon. Kamoti. What is provided for under Section 5 of the National Lands Commission has basis in the Constitution. The question of future generations has been captured in the preamble of our Constitution. At times, it is difficult to talk about land and forget about the environment. So, that concept of future generations is there. Secondly, Article 67(2)(f) talks about the issue of dispute resolution mechanisms which, I notice, the Committee intends to delete. These issues are in the Constitution. Basically, these functions have been lifted and given to the ... view
