  • 21 Feb 2019 in National Assembly: The second Bill is the Administration of the EALA (Amendment) Bill, 2018. The object of the Bill is to amend the Administration of the EALA Act, 2012 to make it wholly responsible for its administrative and financial affairs. This means that EALA will have Public Accounts Committee (PAC) in Parliament, so that they control their finances and administrative affairs. When we considered this Bill and the report that we received from EALA, it contravenes the Treaty for the establishment of the East African Community (EAC) in Article 48(4). That is why the Committee noted that the Bill was ambiguous and not straightforward in terms of the legality of the Bill being passed.
